You say when you hit the steam button, it just opens BPM and not the overlay? This is a problem that happens with resolution disparity with the steam controller. So, for testing, try just adding dolphin.exe and nothing more for starters. There are a couple way users can do it but most users use 3rd party shortcut generators and they introduce problems, I have seen it before.
